Madison Mayor Dave Cieslewicz wants to capitalize on a new downtown high-speed rail station by funding a public market and a new parking garage on the Capitol Square. Cieslewicz is proposing to spend $10.7 million over four years. The city would own the market building and lease space to businesses and vendors. The proposed budget also includes $25.7 million for the new underground parking garage. The money would pay for an 800-space garage, but the city expects to build a larger facility with up to 1,500 spaces in anticipation of a hotel and a $12 million passenger rail station.
