State headlines: Shopko TIF request moves forward in Oshkosh

The Oshkosh Plan Commission approved a request to offer $2.1 million in financial incentives to developers who want to bring a 54,000-square-foot Shopko store to the Fair Acres development, but only after making it clear that the commission has concerns the Oshkosh Common Council would have to consider and address later.
