James Madison, the "Godfather of the Constitution," believed the young United States would be best represented when the country's wide array of representatives - Congressmen, senators and even state and local officials - each fought ferociously to represent the interests of their constituents.
Each representative, he believed, fighting for the best interests of his district or state, would check the other, maximizing equality for all and the common good.
It is worth considering Madison's view of representation in evaluating our own congressman, F. James Sensenbrenner Jr. If a Congressman is to actively advocate for his district, how is ours doing?
Not well.
In recent years, Wisconsin has consistently ranked at the bottom of the list of states receiving its fair share of federal funding for roads, bridges, education, research and more. According to Wisconsin's Division of Intergovernmental Relations, Wisconsin ranks 47th in the country in federal funds received per capita.
What does this mean for residents of Wisconsin's 5th District?
- Higher health care costs. Earlier this month Congressman Sensenbrenner was the only member of the Wisconsin delegation to vote for a 10.6-percent cut in Medicare payments to Wisconsin doctors. This in spite of the fact that Wisconsin doctors receive smaller payments from Medicare than doctors in better-represented states like California and Florida. Who makes up the difference? Anyone carrying private insurance and Wisconsin taxpayers.
- Failing roads and bridges. The nation's infrastructure faces a $500 billion shortfall, and it's even worse in Wisconsin, where 32 percent of the state's roads are in poor condition, 15 percent of our bridges are deficient, 25 percent of our highways are congested and our construction companies receive less funding than counterparts in other states.
- Less high-tech research. Wisconsin is the 20th-most-populous state, yet it is just 37th in research grant dollars. Research funding at universities sparks high-tech business development. Yet, Milwaukee - receiving fewer research funds than other cities - lost 71 high-tech employers by 2006.
- A struggling education system. If you thought 37th in research funding was bad, consider that Wisconsin ranks 49th in federal spending on education. Voters in Germantown, Mequon and West Bend are already coming to grips with the consequence of this funding shortfall: Local property taxpayers must make up the difference.
- Higher taxes. Why is Wisconsin's tax burden so high? The simple arithmetic is that Wisconsin taxpayers subsidize residents of Alaska, Virginia, Maryland, New Mexico and North Dakota - states at the top of the federal funding list who have representatives that advocate more vocally for them. What would it mean to Wisconsin taxpayers to receive our fair share? $873 million would bring us to Oregon's level - No. 46 on the list.
Rather than use his 30 years in office to have Wisconsin tax dollars brought back home, Congressman Sensenbrenner's response has been to publicly demean and belittle local public officials who dare to advocate for the people they represent. Sensenbrenner admits to being "abrupt" and "blunt" with his constituents, but it goes far beyond that.
In 2006, after calling the city he represents a "murder capital of the U.S.," Congressman Sensenbrenner was rebuked by business, convention and tourism organizations. When Milwaukee Mayor Tom Barrett raised an eyebrow, Sensenbrenner called him a "crybaby."
Former West Bend Mayor Mike Miller recounts a similar story. In 1999, Miller asked Sensenbrenner to use funding for Wisconsin's Army National Guard, which risked being relocated after the unit was slated 85th in appropriations. Only after confronting Sensenbrenner in an airport did the Congressman use his clout to move the post from 85th to fifth in appropriations, saving the National Guard for West Bend - but not before publicly nicknaming Miller, you guessed it, "Mayor Crybaby."
Mr. Sensenbrenner claims to oppose pork-barrel spending, or "earmarks." And true to form, he hasn't brought much pork home for his own constituents. But the reality is that Congressman Sensenbrenner does vote for pork - just not for his own constituents. In just six years, between 2001 and 2007, he voted for over $94 billion in pork-barrel spending - for other states.
It is possible to oppose pork-barrel spending (I was the first in our race to sign the no-earmark pledge) while fighting for Wisconsin's fair share of funding in defense, education, transportation, science and research, and other normal appropriations.
Unfortunately, Wisconsin residents have the worst of both worlds: A massive level of debt - including $3 trillion in additional debt between 2001 and 2007, when Congressman Sensenbrenner's Republican leadership controlled Washington - but little to show for it at home.
Opponents of term limits, including Congressman Sensenbrenner, will argue that longevity in Congress means more power, and therefore better representation, for Wisconsin taxpayers. Mr. Sensenbrenner's record belies that argument. More years in Congress may have meant more power, but the result has been less responsibility and weak representation.
James Madison's view of congressional representation is as valid today as it was two centuries ago. Wisconsin's 5th District needs a Congressman who will represent his district with respect, in cooperation with other local elected officials, and always with an eye to what is best for the people of Wisconsin.

You are free to run your campaign in any way you see fit. However, sriticizing Sensenbrenner is not the way to go because you are coming across as a left-of-center RINO. I doubt if I would vote for you if the opportunity arises. Sensy can have the job as long as he wants it. There is no such thing as the perfect politician. If Sensenbrenner does not deliver, I doubt whether you could either. Keep in mind that the counties surrounding Milwaukee are very conservative. We don't want creeps like Tammy or Gwen representing us.

I would like to congratulate Congressman Sensenbrenner for being responsible and not wasting money.
You would like to criticize him for that.
The problem isn't that we aren't getting our fair share, it is that other's are taking more that their fair share.
It is interesting to know that your perspective is to fight to spend more, not to fight to stop spending.
I seem to remember Congressman Sensenbrenner being excoriated for asking that some controls be put in place for the Katrina relief. After all the theft and abuse was born out he seemed to be a very visionary person. I wonder if he'll ever be praised for that.
It's about time somebody challenged this career wining low lite who, isn't even respected in his own party, be bounced into oblivion. This guy started with a silver spoon and has been safely kept out of site in Washington for too many years. It's about time some of his constituents started caring who represents them.
Dave, you might like Sensenbrenner, but should know that he is a fair weather fiscal hawk. He is always going to vote against spending bills, unless his vote is needed by the Republicans to pass. He railed against CAFTA because it was a jobs killer, then he cast the tie-breaking vote in favor of it. He voted against the recent highway spending bill because his was only one of eight in opposition. He voted for the $780 billion drug giveaway program for the pharmaceutical industry, but of course he has major stock ownership there. And he voted against the recent Medicare bill that favors the 17% subsidy for the private Medicare industry.
I don't know if Burkee is going to be any better, but he sure as hell can't be any worse. We need change and Burkee offers us that possibility.

Has Sensenbrenner lost touch with his constituents? You bet he has! Try going to one of his infamous town hall meetings and posing a concern to the congressman. You will find yourself insulted, humiliated and abused..that is of course unless you agree with him. He does not listen and is there just really to make a speech. He will always vote the party line regardless if it good for the people or not. We need a congressman who can work both sides of the aisle and stop this partisan politics. It is time for a change. I have heard for years, "I wish there was a good Republican who would run against Sensenbrenner." We now have one...Jim Burkee has my vote.

I'd add that, in addition to Sensenbrenner's vote against the Midicare bill, which impacts all of Wisconsin's seniors, Sensenbrenner was one of the minority to vote against the recently passed GI Bill. So he favors a very questionable and expensive war, but does not favor supporting our kids that fight it?
Take a look at the Wisconsin representatives voting record review in the Milwaukee Journal and see if Sensenbrenner ever votes against the party line.

Let's look at the points one at a time;
Higher health care costs. The systemic problem with reimbursement rates in this state has not been addressed by anyone in the recent past.
Who has more clout to change the system, one minority congressman, or two majority Senators, neither of whom have done anything about this situation?
At least the congressman has voted on the side of fiscal restraint instead of tax and spend.
Failing roads and bridges. Ditto the first statement and look at the state budget with the governor raiding the transportation budget over and over again. Where is the Money? Ask Jim Doyle.
Less high-tech research. The private sector knows that it is taxes and regulation that keep businesses of all kinds from looking to locate or expand in Wisconsin. What has Mayor Barrett done for you lately if you are a business owner.
A struggling education system. Again who minds the store? Tax and spend Democrats with more interest in perpetuating beurocracy than demanding excellence in education.
Higher taxes. The simple arithmetic is the state continues to spend beyond its means. The systemic budget deficit continues to be ignored by passing budgets that put off payments, borrow and bond rather than cut spending.
It does not surprise me that a college professor is not in touch with how the bills are paid in this state; by business and taxpayers not by the federal government.
Perhaps if more politicians in this area knew this we could raise our tax base by attracting new business rather than going back to the well that is running dry.

Hold it. Sensenbrenner voted for the 2003 Medicare drug giveaway: $780 billion to the industry (which he owns a piece of), and prohibits negotiating for lower prices. He voted FOR the 17% subsidy to the private Medicare Advantage providers. To me that's tax and spend. And we can't blame the Dems when McConnell and the R's have filibuster and veto power. I'm not defending the Dems: Pelousy an Reid have to go. But let's not hang ribbon on Sensenbrenner in the process.
Sensenbrenner also voted against campaign reform and refused to support a Bernie Sanders bill requiring all congressmen to put their wealth in a blind trust so they couldn't pad their own pockets when initiating or voting on legislation. In my eyes Mr. Clean has lost his luster.
Mr. Burkee starts out strong in his argument to retire Congressman Jim Senselessbrenner by referencing one of our esteemed Founding Fathers, James Madison. Unfortunately, he fizzles immediately thereafter. Senselessbrenner has done far more harm to our erstwhile republic than many of us are willing to admit. He is the epitome of the professional career politician addicted to power and power plays in the Capitol. He is the antithesis of the citizen representative envisioned and expected by the Founders. He is an important cog in the Demoblican/Republicrat Welfare/Warfare Juggernaut, an elite ruling class institutionalized in our political landscape. It is obscenely obvious to me and all of the folks I know that the actions of our elected officials conform to the limitations and restrictions on government found in our law of the land, the U.S. Constitution, not in the slightest. As such, we've had illegal government for years that has engineered not only the death of our economy but our liberty as well. I am proud to be part of a rising tide of American citizens hellbent on re-establishing our Republic per the Constitution illuminated by the clear intent of the Founders, re-securing our national sovereignty by defending our national borders, deposing the oligarchical fascistic ruling elite who have overstayed their welcome and subjected the nation to a rare form of insidious tyranny via Fabian socialism, and putting our monetary and financial systems back on the sure footing of the gold standard. The American People have been subjected to the sham of "choice" for long enough. We have had enough. Express your patriotism by rallying around our Constitution and fighting for the survival of our Republic, not by acting like mindless sheep convinced somehow that the status quo is harmless, when in fact it is poisonous - toxic and lethal to our freedom and liberty. Enough of Empire and all the Big Brother trappings that entails. Jim Senselessbrenner has either consciously or ignorantly been notoriously instrumental in bringing tyranny at home to new levels of efficiency and intimidation via Patriot Acts I and II, National ID, creation of the Gestapo-like Department of Homeland Security, open borders immigration policy, GATT, NAFTA, a myriad of international treaties and agreements that quietly sacrifices our self-determination, and supporting and new and dangerous anti-American policy of allowing our government to act as an aggressor in foreign affairs - setting an unacceptable precedent.
We want leaders who will:
1) Uphold the U.S. Constitution
2) Renounce unprovoked aggression as a lynchpin to our foreign policy
3) Unwind the Empire - bring our troops home from over 147 different countries around the world.
4) Repeal the unconstitutional 16th amendment.
5) Re-establish Congress' responsibility to coin, regulate and issue money by rescinding the Federal Reserve Act, eliminating fiat money and re-establishing a sound, sustainable monetary policy.
6) End entitlements - across the board.
7) Defend our borders and implement strict immigration laws that are subsequently enforced.
Only by feverishly working now, at this late hour, can we save our Republic and our liberty. Many have told me it's too late. I, for one, shall fight to the end, because the America I know is worth it. Support and campaign for only the candidates who are sworn to restoring the Republic and re-establishing our Constitution. Reject Senselessbrenner and all those who have harmed liberty and gravely threatened the future of our children and grandchildren and their chance to live in true freedom and prosperity in a world that might once again call America "friend."
