The stock market posted minimal gains this morning and local stocks were mixed. On Monday the BizTimes Stock Index fell 3.90 points to close at 143.31. In early trading today the biggest local gainers were Rockwell Automation Inc. (up 58 cents to $61.85) and Snap-On Inc. (up 57 cents to $48.51). The biggest local decliners were Manpower Inc. (down $1.94 to $56.92) and Badger Meter Inc. (down 56 cents to $41.38).
