Walker vows to veto county board's budget

By Jim Butman

Milwaukee County Executive Scott Walker is vowing to veto a 2010 budget that was approved by the Milwaukee County Board of Supervisors early this morning.

The board approved total expenditures of nearly $1.5 billion for 2010. Under the budget, the 2010 tax levy would be $267.4 million, an increase of 3.8 percent over the 2009 levy of $257.7 million.. With the levy, owners of homes valued at $150,000 last year in the City of Milwaukee would see the county portion of their property tax bills rise by approximately $7.65.

In a note on Tweeter this morning, Walker stated, "I'll veto it back to 0%."

The board approved the county tax levy with a 10-9 vote. Supervisors who voted in favor of the levy were Gerry Broderick, Toni Clark, Elizabeth Coggs, Marina Dimitrijevic, Willie Johnson Jr., Theodore Lipscomb, Michael Mayo Sr., Johnny Thomas, Peggy West and Chairman Lee Holloway.

Supervisors who voted against the levy were Mark Borkowski, Paul Cesarz, Lynne De Bruin, Patricia Jursik, Chris Larson, Joseph Rice, Joe Sanfelippo, Jim "Luigi" Schmitt and John Weishan Jr.

The board voted down Walker's proposal to install parking meters along popular county attractions such as Bradford Beach and McKinley Marina.

"It's difficult to balance a budget, keep costs down, and resist many of the fee increases and outsourcing the county executive had proposed. We were able to remove the parking meters from the budget, restore funding for swimming pools, reverse privatization proposals and approve more reasonable changes in employee wages and benefits. I would like to thank all supervisors who put so much effort into this budget. In particular, I recognize the tireless efforts of Supervisor Elizabeth Coggs. Without her leadership as chairperson of the Finance & Audit Committee, we would not have made nearly as much progress," Holloway said. "Supervisor Coggs and her colleagues on the committee have done an admirable job in bringing forward the best possible end product. Let's not forget that the county executive presented the county board with an extremely difficult budget. The fact that we went into the overnight hours shows just how many difficult issues had to be solved in this budget."
