Wisconsin Gov. Jim Doyle announced that Dale Cattanach will lead oversight efforts to ensure accountability and promote transparency in the use of funds provided under the American Recovery and Reinvestment Act.
As the recovery accountability compliance officer, Cattanach will provide independent analyses, reviews and verifications to ensure that all requirements of accountability and transparency in the recovery act are met, Doyle said.
Cattanach, currently a consultant, served as the Wisconsin state auditor from 1979 to 1998. He also served as secretary of the Wisconsin Department of Transportation.
"Along with the great opportunities provided by the recovery act to invest in worthwhile projects that promote jobs, maintain quality education and provide health care, comes great responsibility to assure Wisconsin citizens that the funds are spent wisely and fairly," Doyle said. "I am pleased that Dale has agreed to serve as the recovery accountability compliance officer to help us make sure that we are meeting the goals and targets of the Recovery Act and information is easily accessible to the public."
"As important as it is to get the recovery funds out into communities to help create jobs and get the economy moving, it is equally as important to report to the public on how the funds are invested in an open and understandable way," Cattanach said.
Cattanach will be joined by Jane Hamblen, chief legal counsel for the State of Wisconsin Investment Board, who will assist with compliance oversight of the recovery act.
In addition, Jefferson Wells, an auditing and accounting firm based in Milwaukee, will help track the recovery funds that are dispersed to state agencies and local governments for various purposes, including infrastructure and energy projects and a number of individual and business tax reductions, Doyle said.
The reports of accountability will be available on the Wisconsin Office of Recovery and Reinvestment website at www.recovery.wisconsin.gov.
