By Jim Butman

The stock market was strangely quiet and mostly flat in early morning trading today. The BizTimes Stock Index lost 3.98 points to close at 84.89 Friday, and local stocks were mixed in early morning trading today. The largest local gainers this morning were Snap-on Inc. (up $1.18 to $35.90) and Kohl's Corp. (up 98 cents to $28.34). The largest local decliners this morning were Badger Meter Inc. (down $1.86 to $19.35) and Wisconsin Energy Corp. (down $1.10 to $38.35).
