State moves forward with I-94 project

By Jim Butman

The Wisconsin Department of Transportation (WisDOT) and the Federal Highway Administration (FHWA) have approved the Final Environmental Impact Statement (EIS) for the Interstate 94 Corridor Study.

WisDOT and FHWA prepared an EIS to comply with the National Environmental Policy Act. The EIS explains why WisDOT and FHWA propose to reconstruct I-94, the alternatives considered and their impacts.

The Final EIS contains the same information as the Draft EIS, along with additional information on the comments received from the public, local governments and other state and federal government agencies, and a response to those comments. The Final EIS reiterates WisDOT's and FHWA's intention to reconstruct I-94 between the Wisconsin-Illinois state line and the Mitchell Interchange with an additional lane in each direction.

The plan has drawn some criticisms because of its intent to close a freeway exit ramp for South 27th Street for northbound traffic.

After the Final EIS review period has closed, FHWA will issue a Record of Decision, which will announce the agencies' final decision on the reconstruction of the I-94 North-South Corridor.

The complete Final EIS document can be reviewed at www.sefreeways.org. The public can submit comments on the Final EIS document during the review period, which will run from through May 5. Comments can be e-mailed to dotsefreeways94nsc@dot.state.wi.us.
